Course Title: Statutory Interpretation  

Course Description 

 

How do judges read and interpret Acts of Parliament? Once parliament has passed an Act, it then falls to the public officers to ensure that the act is applied correctly. Very often officers fail to apply the law within the spirit set by parliament and this causes delays, loss of time, frustration to the public. Hence this course will help participants to develop skills to better interpret the law. A sound understanding of the rule of interpretation of the Act of parliament shall be of assistance to the officers in the performance of their duties. This course will assist in removing ambiguities through techniques which will be discussed and empower officers to better do their job. Topics will include general sections of an Act of Parliament, Employment Act, Occupational Health and Safety Act as examples.

The objectives of the course are to enable participants to:

  • Understand what is an act? 
  • Develop skills to enable officers to interpret the sections in an act 
  • Enable officers in the interpretation of statutories, from literal to purposive
  • Develop skills to better understand specific terms in order to avoid ambiguities
  • Master tools and techniques for better interpretation
